Archaeological finds have shown that the area of Novi Vinodolski has been inhabited since prehistoric times. The region was the centre of the Principality of Vinodol. This is where the first Croatian law text, the Vinodol Codex was created in 1288. The representatives of nine municipalities passed a law to protect each other from outside attacks.

From the 13th to the 17th century, the town was ruled by the Principality of Krk, the Frankopan family. In the 16th century, it became part of the Habsburg Empire.
